STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date:. 08 -08 -03 <br />Application Number: 2003 - 0808 -2 <br />Property Location: 1322 East Wayne Street North <br />Property Owner: Robert & Myrna Wolosin <br />Landmark or District Designation: East Wayne Street Local Historic District <br />Rating: Contributing/ 10 <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />H. Russell Stapp designed the Wolosin's Tudor Revival home for Whitcomb & Keller's Sunnymeade <br />neighborhood in 1928 -1929. Since the first occupants arrival to the home in 1930, several others have <br />resided here including a banker, lawyer, radiologist, and businessmen. The Wolosin's purchased the <br />home in 1979 and have lived in this residence for twenty-four years. <br />Stapp designed this lovely home with many features found in the Tudor Revival Style: an asymmetrical <br />fagade and massings. The home is also capped by a mix of rooflines and types -- hip, pent, and gable, <br />which Stapp deftly employed and linked to create visual continuity and interest on the exterior of the <br />home. In addition to these features, the home has a mix of materials upon the exterior: a mainly brick first <br />story and stucco and dark wood trim second story and entranceway. <br />The home's windows are of most importance to this application. A bay, an oriel, and many double <br />hung windows with 6/1 and 6/6 lights allow light to enter the home. The double hung windows are <br />arranged singly, in pairs and in triple groupings across the exterior of the home. Hence, many of <br />the rooms have windows on two or three sides. Because of the number, size, style, and spacing of <br />the windows, they are major defining features of this residence. Exterior aluminum storm windows <br />were also added later and do detract from the original character of the home. <br />APPLICATION ITEMS: <br />1 Certificate of Appropriateness application <br />RECOMMENDATION <br />The homeowners propose to replace six - second story windows with Pella windows of the same size (3' <br />by 4' 7 "), style, color (dark brown), and munton pattern (6/1) as the existing windows. These six <br />windows provide light and air for the master bedroom, which is located in the east wing on the second <br />floor. Two windows will be replaced on the front of the home; they are shaded and partially obscured by <br />a tree. Two will be replaced on the east side and two from the rear of the master bedroom. The <br />Wolosins' contractor will also remove the aluminum storm windows that cover these windows. <br />Staff recommends the approval of the removal of the exterior aluminum storm windows as they are <br />not original to the home and detract from the home's historic character. As the proposed Pella <br />windows are compatible with the home's existing windows, staff also recommends the approval of <br />the installation of the Pella windows as proposed and chosen by the applicant. <br />
