STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFIATE OF APPROPRIATENESS <br />Application Number: 2002-0822 <br />Property Location: 1120 East Wayne Street. <br />Property Owner: Mr. & Mrs. Robert L: Miller, Jr. <br />Designation: Local Historic District — East Wayne Street <br />Rating: Contributing - 9 <br />HISTORY <br />This is a garrison -style colonial revival built in 1935 for Lydia & James Naus. James Naus, <br />a 1916 graduate of Indiana Dental College, opened an office in the Farmers' Security Building in <br />1918. He married Lydia F. Miels, and they had a daughter and a son. Naus was a member of the <br />American & Indiana Dental Associations, the 13`h District Dental Society, Delta Sigma Delta <br />Fraternity, Knights of Pythias, Kiwanis Club, and a Mason. <br />In 1955 the Nauses moved their home and Dr. Naus' office to 604 S. Eddy Street, and sold <br />this house to Leila & Tracy H. Madole, V.P. of sales for the South Bend Range Corporation. <br />In 1961, the Madoles sold the house to Barbara & Stephen Lobdell. Mr. Lobdell was <br />president of material Handling Equipment Co. At his death, he left the house to Barbara. She sold <br />the house to Mr. & Mrs. Miller in 1987. <br />RECOMMENDATION <br />The owners seek to remove their original wood window sashes and replace them with <br />aluminum -clad window sashes. On the outside, the windows look so good that at first we were <br />puzzled as to the motive for replacing them. However, there is significant deterioration on the <br />inside of the window sashes. <br />The character defining elements on this home are the excellent and graceful proportions of <br />its front face, its high-quality building materials, and its excellent authentic and stylistically correct <br />details, such as the spherical pendants under the second floor overhang, its flat arch lintels, <br />entablature and fluted pilasters around the front door, corbelled chimney, and — relevant to this <br />Application -- the carved or shaped blocks on each upper window sash, to prevent the upper sashes <br />from crashing down on the sills. <br />The proposed replacement windows are insulated glass, but have "true divided lights" <br />meaning that there are muntons on the outside, on the inside, and between the double panes, so that <br />dimension and shadow line are maintained. <br />Staff recommends approving this Application for window sash replacement as described in <br />the Application, with the following additional conditions: <br />a) That the replacement sashes or windows retain the same appearance as the original <br />windows, so that the excellent proportions of the house are preserved. In other <br />words, we don't want a double window jamb that results in a noticeably smaller <br />window glass. <br />b) That if possible, the decorative little blocks on the upper sashes be removed from the <br />old sashes and re -used on the new ones. <br />
