Second STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFIATE OF APPROPRIATENESS <br />October 18, 2002 <br />Application Number. 2002-0603 <br />Property Location: 411 West North Shore Drive, South Bend. <br />Property Owner: Lucy & Bob Jones <br />Landmark or District Designation: Local Historic District — West North Shore <br />Drive <br />Rating: Contributing -10 <br />The homeowners, Lucy and Bob Jones, submitted this Application June 3, and the <br />HPC granted it, as applied for, with certain conditions, June 18, 2002: In the process of <br />construction, matters have arisen which make it advisable to replace all the existing aluminum <br />siding on the house, and to simultaneously take the opportunity either to restore original <br />detail, or to install new architectural detail that would resemble the original more closely than <br />the existing. Much original detail was covered when the house was aluminum sided. <br />Additionally, the owners seek to install more modern ventilation, which is needed to <br />accommodate the modern heating and insulation now in the house. <br />The homeowner's very helpful letter provides all the additional detail and explanation <br />you need, so I will not repeat it here. <br />Much of what the homeowner seeks would ordinarily be matters that could be staff <br />approved. However, as we understand the Open Meetings Act, staff may not unilaterally <br />modify a C of A granted by the Commission at a public meeting, without bringing it again to <br />the Commission's attention at another public meeting. <br />RECOMMENDATION <br />Staff recommends the issuance of a second Certificate of Appropriateness, approving all <br />new items listed in this amendment to the original Application, specifically: <br />(1) Removal of the existing white aluminum siding, and replacement with <br />white vinyl siding having a 5" or a 6" reveal; <br />(2) Installation of trim around all windows to replicate the original brick <br />mold as near as possible; <br />(3) Install wood trim corner boards at the house corners, similar to those <br />originally there; <br />(4) Add a frieze board under the eaves of the house similar to that originally <br />existing; <br />(5) Add vents under the eaves on the front and back of the house to create <br />airflow in the attic pursuant to architect recommendations. <br />(6) All approvals and conditions in the Certificate of Appropriateness issued <br />June 18 remain in effect. <br />
