STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFIATE OF APPROPRIATENESS <br />Application Number: 2002-0416 <br />Property Location: 1636 Lincolnway West, South Bend <br />Property Owner: Ethel Anderson <br />Landmark or District Designation: Local Landmark <br />Rating: S-12 <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />This 5 -story Gothic Revival brewery, built in 1905 by the South Bend Brewing <br />Association is very familiar to this Commission, and is more fully described in the attached <br />description. <br />RECOMMENDATION <br />(1) The South Bend Police Department has recently published recommendations for building <br />safety, which include replacing all wood doors with steel doors. The HPC believes that this <br />suggestion may be valid, where it applies to a modern hollow service door. However, where the <br />door in question is an original or historically correct solid wood door, fitted with a good deadbolt <br />that reaches beyond the doorframe into the wall, such a door is actually as safe or safer than <br />almost any replacement door, including steel replacement doors. In general, Staff would not <br />recommend replacing original solid wood doors. However, the doors Ms. Anderson proposes to <br />replace are on the sides, and not the front face of the building, and do appear to be decayed. <br />Some may actually have been already replaced. Staff recommends approval, provided that <br />surrounding elements of the doorways, including opening size and shape and brickwork, <br />are preserved. <br />(2) Ms. Anderson's proposed tenants have not given her exact specifications as to the awning <br />they want. She would like to accommodate them, as the building could use the income. There <br />are some historic buildings of similar age that have, or have had, awnings. <br />Staff recommends that the commission specify what type and style of awning would be <br />appropriate, and approve such an awning. Staff further recommends the following <br />conditions: <br />(a) No "bubble" or half -round shaped awning; <br />(b) Either a Dutch -slope shape or a straight shape (such as at the LaSalle Grille) may be <br />used; <br />(c) Separate awnings over doors and windows; <br />(d) Consistent awnings over all the openings in the front face of the. building; <br />(e) All signs painted on the front of the building (i.e., tattoo parlor) be removed with a <br />method non -damaging to the brick. <br />(f) The Standards & Maintenance Committee must approve the attachment method for <br />the proposed awnings, to be sure they do not damage the brick. <br />
