STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFIATE OF APPROPRIATENESS <br />Application Number: 2002-0514 <br />Property Location: 304 South Twyckenham Drive, South Bend <br />Property Owner: George Otto Snook & Nancy Duffy -Snook <br />Landmark or District Designation: Local Historic District — East Wayne Street <br />Rating: Contributing -10 <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />H. Russell Stapp, architect, designed and built this Colonial Revival style house for <br />Whitcomb & Keller in 1929. The first tenants were Norman & Helen Booth, co-owners of <br />mar -main Pharmacy. From 1932 to 1939, several families rented or owned this house for <br />brief periods. In 1939, Mary and Louis Sandoz bought the house, and lived there until 1961. <br />They then sold it to Margaret & John Farquhar, who in turn sold it to Kathleen and John <br />Killeen in 1975. The lot includes one half a vacated alley running parallel to Wayne Street. <br />RECOMMENDATION <br />The proposed new fence line, as drawn in the application, will be almost totally concealed by <br />the existing hedge. Staff recommends approval, contingent upon the fence being <br />removed if or when the hedge is ever removed or ceases to conceal the fence. <br />
