STAFF REPORT <br />- <br />CONCERNING APPLICATION FOR A <br />CERTIFIATE OF APPROPRIATENESS <br />Application Number: 2002-0513 <br />Property Location: 1430 East Wayne Street, South Bend <br />Property Owner: Nancy Ickler & Gary M. Hamberg <br />Landmark or District Designation: Local Historic District — East Wayne Street <br />Rating: Contributing -10 <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />H. Russell Stapp, architect, designed and built this house for Whitcomb & Keller in 1929. <br />Nora and Ernest Kizer purchased it in 1932. Mr. Kizer was secretary -treasurer for the Gafill Oil <br />Company at the time. Winfred Sparks, a manager for JC Penny, came to South Bend in 1937, and <br />purchased this home from the Kizers in 1939. In 1955, he sold it to Dr. Charles & Audrey Baran. <br />In 1959, the Barans sold to Dorothy (Wiedlin) and Thomas R. Grimes, of Chicago. Mr. Grimes was <br />a product manager for Uniroyal for 37 years. He died in 1982, and Mrs., Grimes in 1986, leaving <br />the house to their son, Thomas Grimes Jr. He sold to the present owners in 1987. <br />RECOMMENDATION <br />1. The proposed new garage doors appear to be almost identical to the existing (except for the <br />muntons down the middle of each existing pane. Staff recommends approval. <br />2. Driveway widening. Page 39 of the Wayne Street District Guidebook, under "Required" <br />states "Dominant land contours shall be retained." Under "Prohibited" on the same page, it states <br />"Front yard areas shall not be transformed into parking areas, nor paved nor blacktopped." The <br />existing driveway is adequate for accessing the garage; widing it would only give more parking <br />space. Staff recommends that this part of the application be denied. <br />3. Repave area between driveway, front walk, and service door. Staff recommends <br />approval. <br />4. Remove cement slab and adjacent overgrown brick area in back yard, and repave with <br />16x24 -foot patio, having a border of stamped concrete looking like brick, around the perimeter, and <br />a basketball hoop at the end furthest from the house. Staff recommends approval, conditional <br />upon the previous paving material being removed, pursuant to good construction practices. <br />5. Repour curbs. This is an in-kind renovation, and should be approved. <br />6. Move existing hedge back from the corner of the yard and driveway, and replace the <br />existing wire fence with a similar style. This proposal is motivated by safety concerns for entering <br />Twyckenham from the driveway. Staff recommends approval. <br />7. Other landscaping, to be designed by a local landscape designer. Staff understands that the <br />landscaping in view involves adding or moving flora, and not removing any trees or shrubbery. <br />Staff recommends approval. <br />
