STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFIATE OF APPROPRIATENESS <br />Application Number: 2002-0603 <br />Property Location: 411 West North Shore Drive, South Bend. <br />Property Owner: Lucy & Bob Jones <br />Landmark or District Designation: Local Historic District — West North Shore Drive <br />Rating: Contributing - 10 <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />Margaret and Harry Cooper purchased this lot in 1924, and in 1938 commissioned local <br />builder William Reinke to build this house. Dr. Cooper practiced medicine at 410 Sherland Building. <br />In 1948, the Coopers sold the house to Dr. George E. Gates, a specialist in internal medicine <br />at South Bend Clinic. <br />In 1968, Dr. Gates sold the house to Ann & Thomas Singer. Mr. Singer worked at <br />Crumpacker May Levy & Searer until his death in 1976. Mrs. Singer continued living in this house <br />until 1980, when she sold to Robert J. DuComb, Jr., who sold it a year later to Linda K Davis. <br />Ms. Davis lived there until 1984, when she sold to Wilber Elliott, a member of the U.S. Air <br />Force. In 1994, Mr. Elliott sold to Raimo and Paivi Vaylyner. I believe that they have recently sold <br />to the present owners, Lucy and Bob Jones. <br />RECOMMENDATION <br />Staff recommends approval of: (1) the proposed enlargement of the existing kitchen window on <br />the East side of the house; (2) the proposed new skylights in the back of the roof; and, (3) the <br />proposed new addition, according to the plans attached to the Application, with the following <br />stipulations: <br />(a) When the existing kitchen window is removed, and its opening enlarged, the new <br />windows to be installed shall match the windows in the front of the house in size and <br />style, and may be paired or tripled. <br />(b) Windows in the addition shall match the existing windows in size and style, and may be <br />paired or tripled where desired. <br />(c) The second floor balcony door shall be retained for use elsewhere in the house. <br />(d)--The-window in -the -middle -of -the -back -second -floor, -and -the -window between-the_two <br />bump -outs on the back of the first floor appear to have windowsills original to the house. <br />If so, these sills shall be retained and reused. <br />(e) All other new windowsills shall match the sills original to the house. <br />(f) Siding and shingles on the new addition shall match the rest of the house. <br />Staff notes the intention to re -shingle the entire house. Staff has no particular objection, but does also <br />note that our records show new shingles having been installed on the entire house and garage roofs in <br />1997. Staff also notes that the placement of the rear windows is asymmetrical and odd. Staff would <br />not recommend denial of the permit for this reason, but would inquire of the architect why those <br />windows could not be placed with the same regular and graceful spacing as in the rest of the house. <br />fil <br />
