STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE_ OF_ APPROPRIATENESS- <br />Application Number: <br />Property Location: <br />Property Owner: <br />2001-0122 AMENDMENT <br />231 South Eddy <br />Philip Schatz <br />Landmark or District Designation: LL <br />Rating: S/12 <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />William C. Sibley constructed this, Austin and Shambleau designed, Dutch <br />Colonial Revival Style house in 1921. Mr. Sibley was born in 1881 to Mr. & Mrs. Irving <br />Sibley. After college William worked as a salesman for the malleable Steel Range <br />Manufacturing Company and the Germer Stove Company of Erie, Pennsylvania. In 1904 <br />He went to work for his father in the Irving Sibley Hardware business. Four years later <br />he married Marie Greene. By 1916 William left the hardware business to become the <br />president and treasurer of the South Bend Foundry, later known as the Sibley Machine <br />and Foundry Company, which manufactured gray -iron castings. Mr. Sibley died in 1957 <br />leaving the house to his wife, Marie, who continued to reside there until 1961 when she <br />sold the house to lawyers, Hahn, Zimmerman, Nafe and Fisher. In 1979, the house was <br />sold to Associates Bancorp Inc. who sold the house in 1982 to Joseph and Phyllis <br />Baldoni. The house was eventually sold to the current owner, Philip Schatz, in 1992. <br />RECOMMENDATION <br />The Local Landmarks guidelines follow the rehabilitation model. <br />The owner submitted a letter dated February 3, 2002 requesting that Certificate of <br />Appropriateness 2001-0122 be amended as follows: <br />Construct two 16" pillars (still 8' in height) rather than the 8" pillars that now <br />stand. The pillars would be placed on concrete bases to avoid rotting. <br />Previously the Commission approved two 8' tall, 8" wide wood pillars at <br />entranceway to garden. The new pillars would be of the same style, height and <br />placement, they would simply be twice the width. <br />The staff finds the alteration to be with in the guidelines and recommends <br />approval. <br />
