This property is located in the Taylor's Field Local Historic District <br />and therefore falls under the minimum maintenance standards and guidelines (see attachments). These stan- <br />dards deal with, among other issues, the required maintenance of historic properties as well as the does and <br />M�on'ts for exterior work on all structures as well as landscaping. This district is realitively new and as such <br />you may have been unaware of the historical status of this building. A quick summerization: all exterior work <br />requires a permit from HPC including out buildings and landscaping; in-kind work i.e. replacing same for same <br />can be immediately staff approved; all non -in-kind work must be reviewed by the Commission which meets <br />once a month. <br />The Commission has some concerns regarding the condition of this property. Our inspector has indicated that <br />the structure at 612-614 Carroll has a substandard roof, water damage at the eaves, missing rear steps, water <br />damaged porch, missing windows and roof steps.. All of these issues can seriously jeopardize the stability of <br />the house as well as leaves the structure vulnerable to vagrants and vandals. If these issues are not addressed <br />soon such deterioration will lead to very expensive problems in the near future. <br />,The staff realizes that winter is setting in and out door work is harder to accomplish, nonetheless, you will <br />need to submit a written time table for the completion of the needed repairs no later then February 2, 2002. <br />Simple repair and maintenance items such as the replacement of missing pieces of wood with wood in the <br />same fashion as original does not require a permit.. Replacement of windows, large areas of wood replace- <br />ment, step replacement and new roof will require a permit, as will any repairs that alter materials or style of <br />what is existing.
