6) Stonework and building material salvage, especially at Oliver School. I have encumbered
$12,500 for this purpose. Oliver will probably require about (at least) $10,000.
7) Survey and/or restoration efforts regarding WPA stonework, especially along the St.
Joseph River banks, at Leeper Park, and along Northshore Drive across the river from
Edgewater Historic District. The time may be crucial.
8) Southold Awards seminar, award ceremony, and celebratory fete. As described to me, I
would expect this to run $2,000 or more.
9) Research, printing and publication relating to proposed German Township Historic
District. This should include archeological investigation and research into the suspected
burial grounds, as that material could vanish forever if not preserved while possible.
10) Republish Preservation Plan. Perhaps $150 to $500, depending upon how many copies
we make, and how many people or organizations we send it to. Sending one to each
historically designated address would cost as much as a newsletter.
11) National Register Nomination for West LaSalle Street.
12) Publish corrections to the Interim St. Joseph County Survey Report. Probably in the
broad neighborhood of $15,000. The present report has errors which are embarrassing
and which complicate work done in reliance upon it. On the other hand, we have several
hundred copies printed, and sitting in our office. I would recommend composing and
printing a small volume of amendments, and using that along with the present report,
while the existing copies last, and LATER redoing the whole thing.
In addition to all of the above, the HPC continues to have ongoing concerns with a number of
matters, including:
1) Muessel Brewery Complex
2) Leeper Park Beautification Committee and related project(s)
3) Memorial Hospital's proposed and existing parking garages facing and
impacting historic districts
4) Engleman Natatorium
5) Leeper Park parking lot lawsuit
6) Fox Schoolhouse
7) Jefferson School renovation and addition
8) Studebaker complex buildings.
I am expecting that you will probably wish, in regard to some or all of these matters, to commission
studies, host open houses, send mailings, or do other things that cost money.
We do, of course, have enough money either appropriated or encumbered and carried forward for
2003 to be able to accomplish quite a lot, and we may, by winning grants, be able to leverage
additional funds. Choices, however, will have to be made, and I will be grateful for any guidance all
of you can give me regarding which projects you feel should be pursued first, and what amount of
staff or financial resources you believe should be devoted to each.
Additionally, those of you who wish to be particularly involved with certain projects, and/or who are
willing to serve on either standing committees or special committees on certain projects, should
SOON inform John Oxian of your willingness to serve, so that John can (a) appoint you to the
appropriate committee, and (b) tell me whom I should call for which projects.
2003budgetplan
