04/24/2002 00 :12 FAX 2192331915 MAR -MAIN APARTMENTS 0 001 <br />Memo to Historical preservation Commission <br />April 24, 2002 <br />Today we are planning a meeting to discuss the procedure to enforce our <br />authority for compliance of violation of C of A's or the lack of procuring a C <br />of A. <br />We have had discussions about the co operation of Code Enforcement in <br />assisting us with the enforcement and the penalty of violators of the <br />Commissions guidelines. There is some feeling that Kathy Davis is not being <br />very helpful in assisting the Commission to the extent that we may feel <br />possible to achieve our goals. <br />I have had some experience in appearing before the hearing board for Code <br />where Mr. Clifford presided. if any one has been in that position it is very <br />understandable to see the magnitude of their cases that they must hear each <br />time they meet. Some cases are longer and much more involved and of <br />course could take most of the morning, but all cases that were scheduled for <br />that day must be heard therefore all concerned participants wait all morning <br />and longer if necessary. This all is done in one open room and everyone is <br />privy to each case so it is very visible and there is not any slacking of time. <br />I do feel that if Mr. Clifford is being paid for a certain number of cases and <br />must fit in two or three times that number it would not be in our best interest <br />to add to the burden. The Commission would like to have the proper time <br />and consideration allowed to us in each case we would present I do feel that <br />our requirements, parameters and decisions are unique in comparison to <br />Code and this could hamper the judgement of someone not attuned to our <br />Commission. I do feel that we are being treated fairly and honestly with the <br />statement from Kathy Davis. We can find other alternatives to solve our <br />enforcement dilemma. <br />Mary JaneChase <br />
