___Yassin Al -shawi 2136 -02- - -- <br />Location: 2733 Lincolnway West <br />City of South Berid <br />STAFF REPORT April 8, 2002 <br />REOUESTED ACTION: <br />The petitioners are requesting a zone change <br />from " A " Residential and "B" Residential, " A " <br />Height and Area to "C" Commercial, " A " Height <br />and Area to allow a used car lot. <br />EXISTING LAND USE: <br />The property currently contains a <br />single - family home and vacant land. <br />SURROUNDING LAND USE AND ZONING: <br />Located to the north are single - family homes <br />zoned " A " Residential, "a" height and area; to <br />the east are single - family homes zoned " A " <br />Residential, "a" height and area and vacant <br />property zoned "C" Commercial, "a" height and <br />area; to the south across Lincolnway West are <br />single - family homes zoned "B" Residential, "a" <br />height and area; and to the west across <br />Eclipse Place are single - family homes zoned <br />"B" Residential, "a" height and area. <br />ACCESS: <br />Access to the site is from both Eclipse Street <br />and Lincolnway West. <br />WATER SOURCE /SEWAGE DISPOSAL: <br />Water and sewer are available to the site. <br />DRAINAGE: <br />The drainage has not been addressed by the <br />petitioner. <br />SITE DATA: <br />The total site to be rezoned is 21,857 square <br />feet. Of that, the buildings will occupy <br />3,318 square feet, or 15 percent of the site; <br />the parking and drives will occupy 7,704 <br />square feet, or 34 percent of the site; and <br />11,046 square feet or 51 percent of the site <br />will remain as open space. <br />ENVIRONMENTAL DATA: <br />A check of the Agency's maps indicates that no <br />public wells, flood hazards, wetlands or <br />environmental hazard areas are present. <br />SITE PLAN: The site plan is preliminary. <br />AGENCY COMMENTS: A Special Exception will be necessary for the <br />residential portion of this building if this <br />site is rezoned to "C" Commercial by the <br />Common Council. <br />The City Engineer commented that: 1. the site <br />plan is not correctly drawn; 2. there is no <br />petition currently to vacate the existing <br />alley; and 3. this petition conflicts with the <br />zoning plan of the Lincolnway West Steering <br />Committee and therefore recommends that this <br />petition be denied. <br />The Historic Preservation Commission has <br />commented that they will be placing 2733 <br />Lincolnway West on their April 15 Agenda for <br />
