fl <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Application Number: 2001-0830 <br />Property Location: 721 Lincolnway East <br />Property Owner: James Burk <br />Landmark or District Designation: Edgewater Place Historic District <br />Rating: non-contributing <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />The development of the neighborhood began in 1871 with the plating of a section <br />along the road leading to Mishawaka. In 1875, five houses were shows along the road. <br />Most of the district, however, was left undeveloped until the platting of the Edgewater <br />Place Addition in 1919 by Whitcomb and Keller, two of South Bend's important early <br />developers and realtors. The home was built in 1920, owned by Whitcomb & Keller and <br />rented for 17 years. In 1938, the property was purchased by William Phillip who used it <br />as an insurance agency. In 1951, he constructed the commercial addition to the side of <br />the home. <br />RECOMMENDATION <br />The applicant has recently purchased the property and saved it from demolition by <br />the City of South Bend. As he continues to progress, he will be asking the commission <br />for approvals and suggestions with his intended improvements. This request is for the <br />replacement of doors. He wishes to install full view, decorative beveled glass panel <br />doors between the home and the walled garden. He has submitted photos of several <br />available doors. He is seeking guidance from our historic architect in selecting the most <br />appropriate style for five or six other exterior doors. The staff recommends the approval <br />of his choices.
