STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Application Number: 2001-0510 <br />Property Location: 548 River <br />Property Owner: Stephen & Kristen Sherk <br />Landmark or District Designation: LHD-EP <br />Rating: C/10 <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />This house was built in 1924 by Charles Barnes, a scout executive for the Boy <br />Scouts of America. He resided here until 1928 when the property was sold to James <br />Moffatt an inspector of Studebaker. James owned the house until 1937 when he sold it to <br />Harry Keleman, a salesman at Robertson's Department Store. Mr. Keleman lived at this <br />address until 1949 when it was purchased by Herman Boarda. The house had numerous <br />owners over the next thirty years, until it was sold in 1980 to Ian and Barbara <br />Carmichael. Ian was an employee of Notre Dame University and Barbara was a <br />substitute teacher for Head Start, they owned the house until 1992 when it was sold to <br />Troy Zars, who sold the property to the current owners, Stephen and Kristen Sherk, in <br />1996. <br />RECOMMENDATION <br />The Preservation Guidelines for the Edgewater Place Local Historic District follow the <br />Rehabilitation Model. <br />The applicant is requesting to build a wood deck off the back of the house, but, <br />not attached to the house, and to erect a wood, board on board 6' tall privacy fence from <br />the northeast corner of the house along the eastern property line to the existing fence <br />located along the north property line. The deck will be 31' wide and 32' long with the <br />center cut out for landscaping and a bench circling the trunk of the tree located near the <br />driveway. The proposed fence only runs from the back northeast corner of the house to <br />the rear property line, it will serve to give privacy to the back yard and buffer the impact <br />of the neighbors driveway. Staff finds the proposals to be with in the guidelines with no <br />direct affect to the house and little visual impact from the street. Staff recommends <br />approval. <br />
