STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Application Number: 2001-0625 <br />Property Location: 718 Arch Avenue <br />Property Owner: Sarah & Christopher Davis <br />Landmark or District Designation: LHD-EP <br />Rating: C/9 <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />This house was built in 1921 as part of the Edgewater Place Addition to South <br />Bend by developers, Whitcomb and Keller. They sold the property in 1925 to Albert <br />Smith, the owner and president of A.W. Smith & Sons Plumbing. He only owned the <br />house for two years, selling it in 1927 to Emma Farnham. Ms. Farnham died in 1931 <br />leaving the house to her husband Eli Farnham who sold the house to Margaret Gustafson <br />that same year. The house was then sold to Fold and Clara Butts in 1943. The Butts <br />family resided in the house until 1955. It is unclear when the house was sold after this <br />date, all that is known is that it had several more owners prior to being sold to the current <br />owner, Sarah & Christopher Davis <br />RECOMMENDATION <br />The Preservation Guidelines for the Edgewater Place Local Historic District follow the <br />Rehabilitation Model. <br />Before these new owners received notice of being in a historic district, they built a <br />six-foot tall wood stockade style privacy to the rear of the property. Fortunately, <br />however, the fence does comply with the guidelines for this neighborhood, as it only <br />encompasses the rear of the property. As such the staff recommends approval of the <br />application as submitted. <br />
