RE -RATE REPORT FOR <br />1534 W. SAMPLE/ 3302 W. WESTERN/- - -- --- -- <br />501 W. WASHINGTON <br />The staff feels that all three of these properties were under rated at the time of the City <br />Survey, all three properties were rated Contributing Tens. The Rushton, located at 501 <br />W. Washington is the only remaining apartment complex of its type in South Bend and <br />the last of a series of complexes that used to stand on Washington Street (for a history <br />refer to the local landmark staff report), it surely merits an increase in rating to an S/11. <br />Harrison School, located at 3302 W. Western, was built in the 1920s to accommodate the <br />huge population explosion occurring in South Bend's West side. It is an integral part of <br />the cities history as well as having various architectural features that make it more then <br />eligible to be rated an S/11. <br />Washington School, located at 1534 W. Sample, is also embedded in South Bend's west <br />side history. It has architectural detailing and unique features that set this school apart <br />from any other in the city and should be definitely rated at least an S/11. <br />CRITERIA AND EVALUATING <br />All properties are evaluated in terms of historical significance, architectural merit and <br />integrity. Each resource was evaluated by a professional using the National Register <br />Criteria for Evaluation. The three main criteria are: <br />1) Historic Significance: An association with exploration and settlement, <br />Commercial or Industrial development and or the attachment to the lives <br />of important people. <br />2) Architectural Merit: Representative of a particular architectural style. <br />3) Integrity: Determine how much of the original historic fabric remains <br />by looking at any extensive alterations, such as the installation of synthetic <br />siding, removal of architectural features, additions or structural <br />modifications, all of which could lowering the property's rating. <br />RATINGS <br />After consideration of the above factors a rating was assigned, they are: <br />1) Outstanding: property has enough historic or architectural significance that it <br />is or should be listed on the National Register by itself. <br />
