STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Application Number: 2001-0122 <br />Property Location: 231 South Eddy <br />Property Owner: Philip Schatz <br />Landmark or District Designation: LL <br />Rating: S/12 <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />William C. Sibley constructed this, Austin and Shambleau designed, Dutch <br />Colonial Revival Style house in 1921. Mr. Sibley was born in 1881 to Mr. & Mrs. Irving <br />Sibley. After college William worked as a salesman for the malleable Steel Range <br />Manufacturing Company and the Germer Stove Company of Erie, Pennsylvania. In 1904 <br />He went to work for his father in the Irving Sibley Hardware business. Four years later <br />he married Marie Greene. By 1916 William left the hardware business to become the <br />president and treasurer of the South Bend Foundry, later known as the Sibley Machine <br />and Foundry Company, which manufactured gray -iron castings. Mr. Sibley died in 1957 <br />leaving the house to his wife, Marie, who continued to reside there until 1961 when she <br />sold the house to lawyers, Hahn, Zimmerman, Nafe and Fisher. In 1979, the house was <br />sold to Associates Bancorp Inc. who sold the house in 1982 to Joseph and Phyllis <br />Baldoni. The house was eventually sold to the current owner, Philip Schatz, in 1992. <br />RECOMMENDATION <br />The Local Landmarks guidelines follow the rehabilitation model. <br />The owner is requesting to install two 8 foot tall wood pillars at entranceway to <br />garden, they will match 12 foot tall pillars constructed on edge of property about six <br />years ago; remove a 8 foot circular area of asphalt in rear parking area to allow the <br />planting of an ornamental tree and installation of sitting area. <br />The staff finds the proposal to be a continuance of the a landscape project that <br />seems to commenced over six years ago. The proposal is in scale with the rest of the <br />property and with in the guidelines, thus, the staff recommends approval. <br />
