STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Application Number: 2000-0829 <br />Property Location: 129 Franklin <br />Property Owner: Vera C. Yeager <br />Landmark or District Designation: LL <br />Rating: S/11 <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />John C. Stover bought this property from William Kizer in 1888. He had the <br />existing brick house demolished in 1896 to make way for a new wood frame, Queen <br />Anne style house. Mr. Stover was a wholesale lumber dealer with his own lumberyard. <br />John resided here until his death in 1930 at which time, his son, Burton, inherited the <br />house. Burton Stover went into a trusteeship with the Indiana Savings & Loan <br />Association, together they sold the house to the First Federal Savings & Loan Association <br />in 1939. They used the property as a rental until 1945 when it was sold to Frank <br />Carpenter, an employee of the Oliver Corporation. He immediately sold the house to <br />Ford and Vera Reaves, who only resided'in the house briefly. The title to the house was <br />transferred into Vera's name in 1952. Mrs. Vera Reaves -Yeager converted the house into <br />a rental at the same time as 127 Franklin. Mrs. Reaves -Yeager is still the legal owner, <br />however, at 101 years of age she can no longer manage the properties, they have been left <br />to her daughter, Marilyn Proctor is the Trustee. <br />RECOMMENDATION <br />The Preservation Guidelines for Local Landmarks follow the Rehabilitation Model. <br />Group B Standards <br />The applicant has already removed the columns from the front porch and replaced <br />them with larger, fluted columns. The owner is proposing to also replace the columns on <br />the side porch with the same fluted columns. The railings have also been removed and <br />are to be replaced with a railing that closely resembles the original. <br />
