RECOMMENDATION <br />The Preservation Guidelines for Taylor's Field Local Historic District follow the <br />Rehabilitation Model. <br />The applicant is requesting to install vinyl siding on the upper portion of the <br />house, covering only the clapboards. All architectural details, and windows would be left <br />untouched. <br />The guidelines for Taylor's Field state that original exterior building material <br />shall be retained. The guidelines also state that such material when deteriorated beyond <br />repair can be replaced or covered over with metal or vinyl siding as long as the siding <br />resembles the original surface material and is the same size as the existing clapboards. <br />The standards also stipulate that original trim around doors, windows etc, as well as all <br />architectural detail should be retained. <br />The staff has been to the site and notes that the paint is peeling off exposing some <br />dry rotted wood siding. However, the overall condition of the wood siding appears to be <br />in fairly good condition. The proposal would be sensitive to the structure in that it would <br />not cover the window trim or any architectural detail. Nevertheless, the staff is hesitant <br />to recommend approval of this project for fear that it may set a precedent for the district. <br />The staff recommends denial of the application unless the owner can prove that <br />the wood is beyond repair or cost prohibitive to maintain. <br />2 <br />
