276 collars. Mr. Ujdak asked what the collar was made of. Mrs. Choitz stated that they were <br />277 made of cast iron. Mr. Ujdak asked who has possession of the mold for the collar. <br />278 Mr. Oxian stated that the City of South Bend owns the mold for the collars; however, to <br />279 install them would require all the new poles to be removed, collars attached and poles <br />280 reinstalled. Mrs. Choitz expressed concern that if the Commission lets the poles remain <br />281 with out the collars that the City will continue to drop the collar in future districts. Mr. <br />282 Ujdak asked what the cost per unit for the collars would be. Mr. Oxian stated that he did <br />283 not have a dollar figure. Mrs. Choitz asked if the collar was decorative. Mr. Oxian stated <br />284 that it was a plain collar that raised the light fixture off of the pole. Mrs. Choitz stated <br />285 that once the Commission approves the poles without the collars then there will never be <br />286 a pole with collars again. Mr. Helmus stated that Public Works should put together a <br />287 complete cost analysis for making the collar and installing it for the Comission before a <br />288 vote is taken. Mr. Ujdak concurred with Mr. Helmus that the Commission needs to know <br />289 the cost of adding the collars. Mr. Oxian noted that there was a cost over run for this <br />290 project. Mrs. DeRose stated that the collars might have to wait for the next budget. Mr. <br />291 Ujdak stated that the budget for next year would be made with in the next few months. <br />292 Mrs. Hostetler stated that by approving the poles with out the collars would set a <br />293 precedent. Mr. Weiner, Mr. Ujdak and Mrs. Choitz agreed with Mrs. Hostetler and stated <br />294 that the collars have to be added. Mrs. Hostetler stated that the Commission has been <br />295 having difficulty with the Engineering Department for quite a while and the Commission <br />296 has to take a stand now. Mr. Oxian asked what the Commission wanted him to say to the <br />297 Director of Public Works. Mrs. Hostetler stated that the Commission needs to know the <br />298 cost of the collar and its installation. She further noted that Public Works should be <br />299 prepared to make the collars a part of next year's budget. Mr. Oxian stated that some of <br />300 the collars could be taken off of the old light fixtures. Mrs. Sporleder stated that if the <br />301 collars were removed from the old lights then new collars would have to made for those <br />302 poles if they are to be used in the future. Mrs. Choitz noted that Mr. Oxian should ask for <br />303 a completion date if the collars are to be installed. Mrs. Choitz also noted that Mr. Oxian <br />304 should get everything in writing. <br />305 <br />306 V. New Business <br />307 None. <br />308 <br />309 VI. Hearing of Visitors <br />310 Ms. DeLauriers, of River Bend Historic District, made a presentation regarding the traffic <br />311 and noise problem caused by national exposure this particular portion of the St. Joseph <br />312 River has gotten regarding fishing for salmon. She further noted the following problems; <br />313 difficulty for residents to park, traffic congestion, noise, littering and damage to Leeper <br />314 Park grass as well as blocking residents view of the river which is why most residents <br />315 moved there. Mrs. DeLauriers stated that she was petitioning to make it no parking/tow- <br />316 away zone along the river side of the road since it is already resident only parking on the <br />317 other side. She presented the situation to the Commission via video. After the completion <br />318 of the video which illustrated the fact that the police do not inforce the existing two hour <br />319 parking restrictions, they are in fact very friendly and accommodating to the violating <br />320 fishermen. Mrs. DeLauriers noted that the existing parking lot in Leeper Park is too <br />321 small, under used and is often filled with debris. She suggested that the existing parking <br />7 <br />
