507 A. Staff Approvals
508
509 RHONDA SAUNDERS: A list of staff approved certificates was included in the
510 monthly packet.
511
512 B. Legal
513 -- -- - -
---- ---- —--------- —--------- -- ---- -- --
---- - — 514 CHERYL GREENS: I have sent to Mr. Talley the paper work for increasing the
515 fee for applications. Secondly the JMS Building ordinance to rescind the original
516 ordinance declaring it a landmark is in place.
517
518 Memorial Hospital is currently in the process of developing an expansion plan which led
519 to a meeting which included Martha Choitz, Ed Tally, John Oxian, representatives of
520 Memorial Hospital, Madison School and the YWCA. The hospital noted that it would
521 not oppose landmark designation of the Mar -Main Property in exchange for the
522 Commissions support to not designate the YWCA as a landmark. I have been contacted
523 by Memorial Hospital to memorialize this agreement in writing for protection of both
524 parties. I have written an agreement for the Commissions consideration, which
525 recognizes the Memorials expansion and Historic Preservation Commission's concern
526 with protecting historically significant properties with in the expansion plan. It also
527 recognizes that there are certain properties that have more historical significance, that
528 being particularly the Mar -Main. The agreement goes on to state that Memorial Hospital
529 agrees that it will not object to the landmarking nor impede the landmarking process with
530 respect to the Mar -Main Apartments or Portage Manor. The Historic Preservation
531 Commission in return would not impede the hospital expansion plan by not submitting
532 the YWCA for landmark designation. I am submitting this agreement to the Commission
533 for discussion.
534
535 JOHN OXIAN: I disagree; the Scottish Rite and Masonic Temple were also
536 discussed. I mentioned Portage Manor, as another example of working together, which
537 must have led to a misunderstanding.
538
539 MARTHA CHOITZ: I believe the agreement is correct.
540
541 I received a phone call from a Shrine member who stated that the hospital has approached
542 them to purchase their building in the triangular lot across from the Mar -Main.
543
544 CHERYL GREENE: It is my understanding that the Shrine was not discussed at
545 this meeting.
546
547 MARTHA CHOITZ: The Shrine was not discussed at the meeting; I am simply
548 stating that a member had called me. The Shrine currently sits between the Mar -Main
549 and the Temples and would be a building worth protecting. If the Commission can get
550 some protection for the Mar -Main it is something we should attempt to do.
551
12
