415 Mr. Freidline consented to the designation of this property as a landmark subject to <br />416 numerous conditions that were diametrically opposed to the purpose of Historic <br />417 Preservation and as such it is my legal opinion that the landmarking of that building was <br />418 given as conditional and as such you will be rescinding the original landmark designation <br />419 and resubmitting for new designation. Apparently with out owner consent. <br />420 <br />421 JOHN OXIAN: When David DuVall and I sat down with Mr. Freidline to discuss <br />422 landmarking of his building the owner was given a consent form and was told he could <br />423 describe any work he would like to do to the building in the near future. He was also told <br />424 he could not add anything that would be against the standards. Mr. Freidline listed such <br />425 items anyway. Main Street for landmarking without owner consent. At the same time that <br />this proposal will go before the Council another ordinance rescinding the original <br />designation will be before them. <br />JOHN OXIAN: The staff needs to read the staff reports. <br />RHONDA SAUNDERS: The staff is waiving the history as it has been read at <br />previous meetings. The staff finds that the building meets three of the criteria for <br />landmarking and recommends approval. <br />Mrs. Saunders read the staff report and circulated photographs. <br />JERRY WEINER: I move to send the proposed local landmark, 108/110 N. <br />Main Street, to the Common Council with a favorable recommendation. <br />CATHERINE HOSTETLER: I second the motion. <br />After due consideration, the following action was taken: <br />450 Upon a motion by Jerry Weiner, being seconded by Catherine Hostetler and <br />451 carried unanimously, the proposed local landmark at 108/110 N.
