and daughter, Earl and Dorothy Fuller. Mr. & Mrs. Fuller rented the house out for six <br />years, selling it to William and Donna Niemann in 1967. Mr. Niemann was a teacher at <br />Mishawaka High School, he and his wife resided at 218 E. Bartlett for 16 years, selling it <br />in 1993 to Andrew Woodrick, who sold the house in 2000 to the current owner, Ron <br />Gamble. <br />RECOMMENDATION <br />The River Bend Local Historic District Guidelines follow the rehabilitation model. <br />The applicant is proposing to enclose the front porch with a wood lower half to be <br />cladded in vinyl siding to match siding on house and charcoal fiberglass screening on the <br />upper half. The screened openings will have removable plexi glass panels that will be <br />mounted on the inside during winter months and removed during the summer. The owner <br />is also proposing to install a modern, metal storm door. <br />The guidelines for River Bend Historic District allow for the enclosing of front porches if <br />done in a way that does not alter the architectural or historical character of the building <br />nor adversely affects any significant architectural details. <br />The staff feels that cladding the bottom portion in siding to match the house is acceptable <br />but has serious reservations regarding the proposed screened in panels and absolutely <br />does not recommend the use of plexi glass which the staff feels will detract from the <br />integrity and character of the building. The over all appearance would be better if actual <br />windows were installed. The staff further feels that other options for enclosing this porch <br />should be investigated and recommends that the application be placed into the Standards <br />and Maintenance Committee. <br />
