MINUTES OF THE <br />HISTORIC PRESERVATION COMMISSION <br />MONTHLY MEETING <br />Commission Meeting County -City Building <br />7:30 p.m. 7`h Floor Commissioner's <br />Monday, January 17, 2000 Conference Room <br />I. Call to Order <br />John Oxian, president of the Commission, brought the meeting to order at 7:30 p.m. <br />II. Roll Call <br />Commission members present were: John Oxian, Martha Choitz, Jerry Weiner, Catherine <br />Hostetler, Joan Sporleder, Richard Helmus and Gerald Ujdak. <br />Commission staff present were: Ed Talley, Director and Aladean DeRose, Council. <br />Also attending the meeting was: Timothy Lykowski, Dan Bernth, Allan Bernth, Don <br />Sporleder, Jack Vos, Mr. Cole and Tim Ryan. <br />III. Public Hearing <br />A. Certificate of Appropriateness Applications <br />1. 1999-1230-2 — 218 W. Washington, signs. <br />Mr. Talley presented the staff report and circulated photographs. He also noted that Jack <br />Vos, a representative for Valley City Sign and Tim Ryan, a representative for Old Kent <br />Bank, were both present. Mr. Vos noted that they have made the size of the letters <br />smaller and altered the type of lighting as suggested by the Design Review Board. He <br />further noted that the signs would only cover up a block wall and would not hide any <br />architectural detail. Mr. Vos submitted photos displaying examples of similar Old Kent <br />signage on historic buildings in Kalamazoo and Grand Rapids, Michigan. He further <br />noted that Old Kent is committed to South Bend and the preservation of this particular <br />historic building. Mr. Oxian stated that the standards give a specific number of signs, <br />which Old Kent has already surpassed. He further stated that a sign would damage the <br />architecture by drilling holes into the limestone fagade. Mr. Ryan corrected the report in <br />that they wanted to install a sign on the west and east fagade, not the north fagade and <br />that the bank needs to make its presence known to the community, as was the case in <br />Kalamazoo and Grand Rapids. Mr. Oxian interjected that just because a sign was <br />acceptable in Kalamazoo and Grand Rapids does not mean it is okay in South Bend, the <br />application must follow the guidelines. <br />11 <br />
