South Bend Redevelopment Commission
Regular Meeting - February 7, 1997
7. PROGRESS REPORTS (CONT.)
been successfully launched.
Downtown maintenance and beautification
needs to take a higher priority as well. This
may be one area where privatization is
necessary to meet our goals.
Historic preservation will become more
important, not less. The suburbs cannot
recreate our uniquenes that was built over
many years. It is also the base of our
residential, cultural and entertainment
districts.
Add angle parking to every possible area of
downtown to make downtown more accessible
to short term users.
Traditional urban planning will also be more
important. Emphasis on the grid system,
buildings without setbacks, more on- street
parking, more street trees, slower traffic
patterns and mixed -use development. The
recent planning error, is the widening of East
Colfax. Colfax, near the East Race, needs
fewer traffic lanes, more street trees and
slower traffic, not the opposite. The
pedestrian needs to have more value than the
automobile. New development must work
within the concept of a pedestrian downtown
and not on isolated pods.
I would note that every city with a successful
downtown revitalization effort has an
independent organization, but where should
Center City Asssociates fit in here? CCA has
focused on business development and
"climate " issues (safe, clean, attractive and
friendly to business).
