MINUTES OF THE REGULAR MEETING <br />of the <br />HISTORIC PRESERVATION COMMISSION <br />Monthly Meeting <br />7:30 p.m. <br />Monday, September 20, 1999 <br />County Commissioner's <br />Conference Room <br />7th Floor County -City Building <br />I. Call to Order <br />John Oxian, president of the Commission, brought the meeting to order at 7:30 p.m. <br />II. Roll Call <br />Commission members present were: John Oxian, Catherine Hostetler, Ron Zmyslo, Adrian <br />Fine, Richard Helmus, Martha Choitz, Jerry Weiner, Kari Gallagher and Joann Sporleder. <br />Commission staff present were: Ed Talley, Director, Rhonda Saunders, Assistant Director. <br />Also attending the meeting were: Tim VanOverberghe, Pam Bickel, Don Sporleder, Obediah <br />Swaforth. <br />III. Public Hearing <br />A. Certificate of Appropriateness Applications <br />1. 1999-00902 - 1608 Devon Circle, window replacement, etc. <br />Mr. Talley presented the staff report and circulated photographs. He also noted that the owner's <br />contractor, Timothy VanOverberghe, was present. Mr. Oxian stated that the Commission <br />would vote on each issue separately. He further noted that Landmarks are under a more <br />stringent set of standards then houses in Historic Districts, thus, the rear of the house is just as <br />important as the front of the house. Mrs. Hostetler asked if a Pella casement window was <br />available with a six over six mutin division. Mr. Van Overberghe stated that such a window <br />could probably be custom made. He further noted that the reason for replacing the double hung <br />window with a casement is for ease of operation from the inside of the house since it will sit <br />over a kitchen sink. Mrs. Hostetler asked if the existing kitchen window was original to the <br />house. Mr. Van Overberghe stated that the six over six, double hung, kitchen window was <br />original and that the remaining windows on the west facade were replaced a few years ago. <br />Mrs. Gallagher asked if the replacement window would match the rest of the windows. Mr. <br />Van Overberghe stated that it would match the existing windows. Mr. Zmyslo stated that the <br />Commission will have to decide if the window should match the existing windows or if it <br />should be replaced with a double hung window to retain the original look. Mr. Van Overberghe <br />stated that the new mutin pattern includes a wide center mutin to replicate the look of the <br />original window with the original storm window. Mr. Oxian stated that if the application is <br />approved then the original windows will need to be stored for future owners. There was some <br />clarification of how much of the window would have to be saved. <br />
