PROPOSED CHANGE(S) <br />The Applicant wishes to install four additional parking spaces in the side lot next to the <br />apartment complex off of Lincolnway East. The owner is proposing to pave the spaces with <br />brick and erect decorative brick and wrought iron piers on either side of drive. <br />REFERENCE TO GOVERNING STANDARDS: <br />Restoration: Rehabilitation: <br />The Preservation Guidelines for East Wavne street Local Historic District: <br />b)... The Guidelines for the Edgewater Place Local Historic District follow the Rehabilitation <br />Model... <br />I. Environment <br />A. The District Environment <br />Required <br />New plant materials, fencing, walkways .. shall be compatible with the character of the <br />neighborhood in size, scale, material and color. <br />Prohibited <br />Existing relationships of buildings and their environments shall not be destroyed through <br />widening existing streets, changing paving material, or by introducing inappropriately located <br />new streets or parking lots incompatible with the character of the neighborhood. Signs ... and <br />paving material which are out of scale or inappropriate to the neighborhood may not be used. <br />B. Building Site and Landscaping <br />Recommended <br />New site work should be appropriate to existing surrounding site elements in scale, type and <br />appearance. <br />Prohibited <br />Front vard areas shall not be transformed into parking lots nor paved nor blacktopped. Front <br />yard areas shall not be fenced with the exception of properties along Lincolnway, which may be <br />fenced, but not with enclosed stockade -type fencing. <br />RECOMMENDATION <br />The owner is proposing to install four parking spaces toward the front of the lot adjacent to 709- <br />711 Lincolnway East. The proposed parking spaces would be paved with brick and surrounded <br />by decorative brick and wrought iron fencing. However, the owner has failed to submit any <br />details regarding the proposed fencing making it impossible for the staff to make a <br />recommendation. The owner has stated that he intends to attend the meeting at which time he <br />will submit examples and give a more detailed description of his proposed project, after which <br />the staff will make its recommendation. <br />
