East Wayne Street Historic District Guidebook <br />(e) Elements of Preservation <br />Defined as specific areas of preservation covered within the guidelines. The elements to be defined for each Historic <br />District, with the exception of those with Conservation guidelines, are as follows: <br />I <br />I - Environment <br />A. The District Environment <br />B. The Building Site & Landscaping <br />II. Existing Structures <br />A. Building Materials <br />B. Roofs and Roofing <br />C. Windows and Doors <br />D. Entrances Porches and Steps <br />111. New Construction <br />A. Height and Proportion <br />B. Building Materials <br />IV. Safety and Code Requirements <br />A. Safety Code Planning <br />V General <br />(d) Guideline Components <br />Statements within the guidelines which specify the requirements and recommendations for the preservation of the <br />characteristic relationships of the various features which are of significance to the appearance of the Historic <br />District. <br />Shall is defined as an expression of something that is mandatory or must be done <br />Should is defined as an expression of obligation, something that ought to be done but that is open to compromise. <br />(e) Guideline Categories <br />Guidelines for the District will address each of the Elements of Preservation individually within four divisions of <br />classification. At the time of implementation of an Historic District, the commission will work with the respective <br />neighborhood association to select the desires category of placement of each of the Guideline Components. These <br />categories are as follows: <br />(el) Required <br />Defined as work which shall be done in a restoration or rehabilitation projecting order to restore or maintain the <br />original or existing character of the structure or site. <br />(e2) Recommended <br />Defined as work which should be done to help restore or maintain the original or existing character of the structure <br />or site. <br />(e3) Prohibited <br />Defined as work which shall not be permitted in a restoration or rehabilitation project because it may have a <br />negative impact on the original or existing character of the structure or site. <br />(e4) Not Recommended <br />Defined as work which should not be undertaken in a restoration or rehabilitation project because it may have a <br />negative impact on the original or existing character of the structure or site. <br />page 3 )5 <br />
