CERTIFICATE OF APPROPRIATENESS STAFF REPORT, <br />APPLICATION — 1999-0503 <br />PROPERTY — 1115 Riverside <br />South Bend, IN. <br />OWNER —Roger Skurski <br />DESIGNATION — LHD-RSD <br />RATING— Contributing C/10 <br />STATEMENT OF SIGNIFICANCEIMSTORIC CONTEXT <br />Georgia V. Landon purchased the land in 1915 and began construction of this, W.W. Schneider, <br />designed, Colonial Revival style house in 1922. Ms. Landon sold the house upon its completion <br />to John & Mollie Hibberd. Mr. Hibberd was a lawyer and president of Hibberd Printing <br />Company, located in the Hibberd Building, downtown South Bend. Mr. & Mrs. Hibberd resided <br />here until Mr. Hibberd's death in 1937 at which time Mrs. Hibberd sold the house to the St. <br />Joseph Loan & Trust Company. They used the house as a rental until 1944 when it was sold to <br />widow, Laura Donahue. She lived in the house until her death in 1960 at which time her estate <br />sold the house to J. William Katifer. Mr. Kaufer owned the property until 1974 when it was <br />sold to its current owners, Roger and Maureen Skurski. <br />PROPOSED CHANGE <br />Applicant is proposing to replace nine, badly deteriorated, 38"x 20" metal and glass basement <br />windows located along the sides and the rear of the house with custom translucent, glass block <br />windows. <br />STANDARDS <br />Preservation Guidelines for Riverside Drive Historic District: <br />b) .... the guidelines for the Riverside Drive District follow the Rehabilitation model... <br />11. Existing Structure <br />II.C. Windows and Doors <br />II.C.Required <br />Original windows and doors including sash, lintels, sills, shutters, decorative glass, pediments, <br />hoods, and hardware shall be retained or when deteriorated beyond repair, replaced with units <br />and trim resembling the original. <br />
