CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />APPLICATION — 1999-0428 <br />PROPERTY — 1330 Lincolnway East <br />South Bend, IN. <br />OWNER — Youth Service Bureau of St. Joseph County <br />DESIGNATION — LHD-LWE <br />RATING — Non -Contributing <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />This American Four -Square style house was built by Harvey M. Kinzie in 1917. He purchased <br />the land in 1914 from Elias F. Good, a traveling salesman. Mr. Kinzie, a florist by trade, <br />immediately began construction of a greenhouse and shop on the northeast side of the lot. Two <br />years after the completion of the two commercial buildings he built an American Four -Square <br />style house right next to the shop. As his business grew Mr. Kinzie took in a partner, Charles H. <br />Osborn. Mr. Osborn was born in Michigan in 1884 and was an active member of many South <br />Bend lodges. The two men ran the floral business together until 1950 when Mr. Kinzie retired, <br />selling his share of the business to Mr. Osborn. Mr. & Mrs. Kinzie continued to reside in this <br />house until 1963 when he sold it to his son-in-law,, Paul R. Farmer. Mr. Kinzie passed away a <br />year later at age 91. Charles Osborn only owned the business until 1953 when he passed away <br />at age 69, leavig the company to his wife, Floda. Floda Osborn married Mr. Bird in 1957 and <br />sold the Floral Company to La Vern R_ Buss. Mr. Buss purchased the house from Paul Fanner <br />in 1963, only a month after he had purchased it from his father-in-law. Mr. Buss used the house <br />as a rental for approximately eight years. He did not move into the house until 1971. Mr. Buss <br />died a year later at age 54. The house exchanged hands several more times before it was <br />eventually purchased by the current owner, Youth Service Bureau, in 1992. <br />PROPOSED CHANGE <br />Applicant is proposing to install a double -sided business sign in the front yard. The sign stands <br />three feet above the ground, is four feet wide and five feet tall, is held up by two 2x4's and made <br />of white plastic. <br />STANDARDS <br />Preservation Guidelines for Lincolnway East Historic District: <br />b) .... the guidelines for the Lincolnway East District follow the Rehabilitation model... <br />
