CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />RECOMMENDATION <br />Staff finds that the "Preservation Standards for Historic Landmarks In South Bend <br />& St. Joseph County" clearly define the general and specific construction and reconstruction <br />items for Group A and Group B Landmarks. Items listed on this 1999-0301 C of A Application <br />are actually requesting a `preliminary' or `approval to proceed' indication from the Historic <br />Preservation Commission which are already addressed in the afore -mentioned "Standards". <br />Staff therefore concludes that the items listed for pre -approval should be directed to committee <br />for review and advice. When the applicant has finalized plans for specific projects, it should be <br />at that time when C of A applications are then initiated and presented to the Commission for <br />review and vote. <br />
