Reference To Governing Standards: <br />Restoration: F-1 Rehabilitation: F1 <br />Distinctive existing features shall be retained. New plant material, fencing, walkways, <br />street lights, signs and benches shall be compatible with the neighborhood in size scale <br />materials and color. Removal of trees shall depend on their size which shall relate to the <br />approval needed by the HPC. All replantings shall require HPC approval. <br />Building sites, landscaping and accessories shall require that they reflect the history of <br />the property. It is recommended that actual knowledge of the history be known. This <br />knowledge should be referenced to actual photographs, drawings, newspaper <br />articles/photographs. There shall be NO removal or changes to any portion of the site before <br />evaluating the importance to the property's history. <br />It is required that original exterior building materials be retained and repaired. <br />Restoration of these materials is recommended. Alternatives may be approved if they match <br />the appearance and the alternatives are lengthy and specific. Resurfacing of exterior materials <br />also has a prohibited list which includes materials that were not available when the structure <br />and/or structures were built. Sandblasting shall not be allowed or the use of harsh chemicals <br />on brick or stucco surfaces. <br />Roofs and roofing shall required the existing shape be retained. All feature which lend <br />themselves to the roof treatment shall be retained. Nothing shall be done to change the <br />essential character of the roof as viewed from the thoroughfare by the addition of additional <br />architectural features. Aluminum or other materials shall NOT be used to enclose or cover <br />eaves or gables if the exterior of the structure has aluminum or vinyl siding is added. <br />Windows and doors shall be retained but shall resemble the original when they are <br />found to be deteriorated beyond repair. If metal is used it should be painted to match the <br />existing. There shall be NO items discarded when they can be repaired or restored and used <br />in place. Any new windows or doors which are of insulating glass or the like shall NOT <br />require the removal of the original windows or doors. They may NOT be installed. <br />Entrances, porches and steps shall be retained, repaired or duplicated. If replacement <br />is the only solution then the replacements shall replicate the original. Porches and steps <br />important to the character and style of the building shall NOT be removed or altered. <br />Demolition shall only be allowed if: <br />a. property is uneconomical, condition NOT being created by the owner. <br />b. rehabilitation is NOT technically or economically practical. <br />C. owner has investigated and considered all reasonable alternatives <br />to demolition, not just the least expensive and that all such alternatives <br />will not result in a fair economic return on value. <br />Page: 4 <br />
