II.C. Prohibited <br />Existing or original windows, doors, and hardware shall not be discarded when they can be <br />restored and re -used in place. New window and door openings that would alter the scale and <br />proportion may not be introduced. <br />RECOMMENDATION <br />The owner is proposing to replace all second story double hung windows with new <br />vinyl, double hung windows, identical to the windows located on the first floor. The <br />Commission approved the replacement of all first story windows in 1995 with the stipulation <br />that the sills, trim and hoods remain wood and not be wrapped in vinyl. The staff recommends <br />approval of the replacement of all second story windows with the proposed replacements except <br />the two windows located in the rear of the house. These windows are double hung with a mutin <br />division of two over two and the staff feels they should be replaced with a double hung window <br />that has the same or similar mutin division. <br />The owner is also proposing to replace the existing clapboard siding with vinyl siding <br />and aluminum trim. Daniel Bernth, the owner, has stated in his application that the new siding <br />will be built out to duplicate existing trim appearance and that effort will be made to retain the <br />character of the house within a reasonable budget. The staff has inspected the property and <br />notes that there is severe deterioration on the front facade and rear left fagade. However, the <br />staff feels that Mr. Bernth has not addressed the causes behind this deterioration and that if he is <br />allowed to put siding over the existing wood the deterioration will worsen. The owner has also <br />not explained if he intends to remove the clapboard or cover it up. The staff has tried to contact <br />Mr. Bernth, but, has been unsuccessful. The owner has also failed to explain how he intends to <br />maintain the architectural details of the house without addressing the cedar shacks in the gables, <br />the fascia board, and level divisions. These items may be replicated with vinyl and aluminum, <br />however, the owner has not submitted such details. Furthermore, the owner is again proposing <br />to wrap the window trim, sills and hoods in aluminum, a proposal the Commission turned down <br />in 1995. The staff recommends denial of the siding portion of the application based on the fact <br />that the siding would hide or detract from very important details, such as, the cedar shacks, <br />freize board, level bands and window hoods. The staff also feels that the siding should not be <br />covered over until the source of deterioration is solved. (The staff would also like to note that <br />when the Mr. Bernth purchased this house in 1991 the wood clapboard siding was is failry good <br />condition and has only started to show extensive deterioration under his ownership.) <br />3 <br />
