CERTIFICATE OF APPROPRIATENESS STAFF REPORT APPLICATION — 1999 -0312 PROPERTY — 1215 Riverside Drive South Bend, IN. OWNER — Logan DESIGNATION — LHD -RSD RATING — Contributing C /10 STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT This house was built in 1902 by the Portage Land Company, which was operated by, president, H.G. Miller and secretary, Byron B. Miller. The Company rented the house out to Howard &Emily Webster, a roadmaster for C.I. & S. Railroad, for the first six years. In 1908 Byron B. Miller sold the house to Burr F. Augustine for $4,350.00 Mr. Augustine was born in New Carlisle on September 5, 1869. He married Ethlyn Baldwin on June 26, 1895, a year later the couple moved to Kansas City, Missouri so Mr. Augustine could work for the Derdoff Lumber Company. IN 1903 they moved to St. Louis, Missouri where he worked for the Lewis Verner Sawmill Company. Three years later the couple returned to South Bend where Mr. Augustine started his own wholesale lumber dealership, which he would continue to own and operate for over 39 years. Mr. Augustine remained active in business as well as in politics until his death in 1945 at age 75. His wife Ethlyn continued to live in the house until 1951 when she sold it to Harold W. Kinsey. Mr. Kinsey was the chief auditor of the Standard Oil Company. He and his family resided in the house until 1969 when they sold it to Deane and Judith Jenney. The house exchanged hands four more times before it was purchased by the current owners, Logan Council for the Retarded of St. Joseph County, in 1985. PROPOSED CHANGE Applicant is proposing to install a new fire escape on the west side of the house on the first floor (see diagram). This is a suggestion from the State of Indiana Department of Health and Human Services, Health Care Financing Administration. RECOMMENDATION Based upon a telephone conversation with Mr. Richard Powers of this department, he stated that if the fire drill results of the home improve there will be no need to add the new fire escape. This office advises that the matter be discussed with the applicant and/or placed into committee.
