CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />APPLICATION —1999 -0409 <br />PROPERTY — 739 Bronson <br />South Bend, IN. <br />OWNER —Ron Farr <br />DESIGNATION — LHD -EP <br />RATING — Non - Contributing <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />The property in question is a vacant lot located on Bronson Street in the Edgewater Place Local <br />Historic District. The house which previously stood on this lot was torn down, do its severe <br />state of disrepair, in 1994. The current owner, Ron Farr, purchased the property from Kathleen <br />& Randy Hess in 1995. <br />PROPOSED CHANGE <br />Applicant is proposing to install nine, four foot, metal posts along the east and north sides of the <br />property that will be adjoined by a metal cable, to prevent cars from parking there. There will be <br />three posts along the north side and six along the east side. The applicant will not be installing <br />any posts along the front of the property, only along the alleys. The applicant wishes to erect <br />this fence to eradicate illegal parking on his lot and to appease Code Enforcement. <br />STANDARDS <br />Preservation Guidelines for Edgewater Place Historic District: <br />b) .... the guidelines for the Edgewater Place District follow the Rehabilitation model... <br />I. Environment <br />I.A. District Environment <br />Required <br />New plant materials, fencing ... shall be compatible with the character of the neighborhood in <br />size, scale, material and color. <br />Prohibited <br />Signs ... fencing ... which are out of scale or inappropriate to the neighborhood may not be used. <br />
