CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />STANDARDS <br />III. New Construction <br />A. Height and Proportion <br />Required <br />Additions to existing buildings shall be related in height and proportion to the existing <br />structure. <br />Recommended <br />Contemporary designs should be compatible in character adn mood to the building or <br />neighborhood. <br />Prohibited <br />Additions that would add new height or change the existing facade of a building and change its <br />scale and architectural character shall not be constructed. <br />Not Recommended <br />Any style or period of architecture that is incompatible with the existing should not be <br />permitted in the new additions. <br />B. Building Materials in New Construction <br />Required <br />Materials used on an addition to an existing structure shall relate to the existing or original <br />materials of that structure. <br />RECOMMENDATION <br />Landscaping: Staff accepts and approves of the proposed landscaping scheme, thus <br />making a favorable recommendation to the commission. In reviewing the standards for the <br />East Wayne Street Local Historic District the owner's proposed rejuvenation of the planting <br />beds that are in close proximity to the building are quite in character to the neighborhood thus <br />fulfilling the "general" recommendation of the sub - section I -A Environment. The landscaping <br />proposal also meets sub - section I -B Required and Recommended. <br />Roof Replacement: Staff also makes a favorable recommendation to the commission <br />regarding the roof replacement. The proposed changes are consistent with the district <br />guidelines and fulfill subsection B "Roofs & Roofing ". <br />Siding: Applicant wishes to replace the aluminum siding with new vinyl siding only as a <br />last resort, following removal of the aluminum and investigating the original cedar beneath. <br />This is in agreement and consistent with subsection II -A of the district guidelines, paragraph <br />two. <br />
