CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />STANDARDS <br />I.A.3. Prohibited <br />Existing relationships of buildings and their environment shall not be destroyed through <br />widening streets, application of asphalt or other bituminous coverings, or by introducing new <br />streets or parking lots. Signs.... major landscaping items ... and paving materials which are out <br />of scale or inappropriate to the neighborhood may not be used. <br />I.B.l. Required <br />Major landscaping items ... which reflect the property's history and development shall be <br />retained. Structures such as ..patio decks ... and other similar structures shall be compatible to <br />the historic character of the site an the neighborhood and inconspicuous when viewed from the <br />public way. <br />RECOMMENDATION <br />The existing terrace.is completely hidden from the street and currently drains toward the house <br />causing flooding and water damage. The applicant proposes to replace the existing concrete <br />slab with a new 4" thick reinforced concrete slab., To accommodate the new slab the backyard <br />will be lowered to divert drainage from the house, into the backyard. The proposed slab height <br />will also require that the existing window wells be raised, as well as the the drain to meet the <br />new elevation. In addition, the owner is proposing to install slate paving stones, similar to <br />those found in the front walkway,- to divide the concrete slabs. Such paving stones are <br />consistent with the guidelines in that they are found through out the East Wayne Street Historic <br />District in walkways and patios. The staff finds the proposed replacement of the concrete slab, <br />fencing and the introduction of slate pavings stones to be in scale and style with the house and <br />neighborhood, staff recommends approval of the application as submitted. <br />
