CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />APPLICATION —1998-1001 <br />PROPERTY — 944 Riverside Drive <br />South Bend, IN. <br />OWNER — David Betson & Jennifer.Warlick <br />DESIGNATION — LHD-RSD . <br />RATING — Contributing C/9 _. <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />This house was designed by W.W. Schneider, .for Charles P. & Stella H. Drummond, in 1903. <br />Mr. Drummond was an attorney and served on the Board of Education between 1916 and 1920. <br />He and his wife resided here until 1923 when they sold the house to William_Wey" & Mayme <br />Hinkle. Mr. Hinkle was the owner of Hinkle Motor Company, a Ford dealership, located at <br />223 N:.Lafayette. He also served as the 18th mayor of South Bend from 1930 to 1935. The <br />Hinkles 'resided at this address until 1934. The house was sold in a Sheriffs sale in 1935 to the <br />St. Joseph County Savings Bank, who, sold it in 1937 to John P. Mahoney, an executive with . . <br />the Bendix'Corporation. He only lived there for two years, renting it out until 1941 when it <br />was sold to Seraphine F. Bauwens of Chicago. Mr. Bauwens continued to use the house as a <br />rental until his death in 1944. The house was then inherited by his wife, Josephine and their <br />daughter, Antionette. Josephine and Antionette moved into the house in .1.945 and remained, - <br />there until 1947 when the house was sold to Dr. Sherman L. & JeanEgan. Dr. Egan was a <br />physician, he resided here until.1982 when he sold the house to the current owners, David <br />Betson and Jennifer Warlick. <br />PROPOSED CHANGE <br />Applicant is proposing to replace an existing chain link fence along the east property line and <br />add new fencing sections to the yard to connect the fence to the house in a large irregular <br />square shape. The applicant is proposing to use a new green coated chain link fence and to add <br />two gates, one in front and one in the rear of the property. <br />STANDARDS, <br />The Preservation Guidelines for Riverside Drive Historic District state: <br />b) ... The Guidelines for the Riverside Drive Historic District follow the Rehabilitation Model... <br />I. Environment <br />I.A.1.
