CERTIFICATE OF APPROPRIATENESS STAFF REPORT, <br />STANDARDS <br />Landscapes -Standards and Criteria for Leeper Park <br />9.2 Spatial Organization <br />9.2.4. Alteration of existing or addition of new spacial organizational features will be <br />considered if they do not alter the basic concept of the historic landscape design. <br />9.2.13. Construction of new structures that would alter historic spacial and visual relationships <br />in the landscape shall not be used. <br />9.3 Topography <br />9.3.3. Construction of any type.within the park shall be done_ so as -not to disturb any feature of <br />the park. <br />9.10 Accessibility <br />9.10.1: A three step approach is recommended to identify and implement accessibility <br />modifications that willprotect the integrity an historic character of the property:' <br />a. Review the historical significance of the property and identify character -defining <br />features; <br />b. Assess the property's existing and required level of accessibility; <br />c: Evaluate accessibility options within a preservation context.. <br />9.10.2 Because of the complex nature of accessibility the Historic Preservation Commission <br />will review proposals on a case by case bases. <br />RECOMMENDATION <br />The applicant is proposing to install a new parking area for handicap access to the tennis center. <br />Currently all the parking for the center is located in the street, which does not allow for easy <br />ADA access to the public facility. By adding this parking area it would make the facility <br />handicap accessible and causes no detrimental affects to the park. The proposed location of the <br />lot will not remove any trees or any other landscape features of the park. As the Commission is <br />aware, work on this project has already begun, the area has been partially excavated and the <br />sidewalk has been poured. The staff finds the installation of three ADA handicap parking <br />spaces, a concrete sidewalk and asphalt drive to be in compliance with the guidelines and <br />recommends approval. <br />9/30/98 <br />
