CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />APPLICATION —1998-1001-2 pt.B <br />PROPERTY — 10 12 Riverside Drive <br />South Bend, IN. <br />OWNER —Noreen Howard <br />DESIGNATION — LHD-RSD <br />RATING — Significant S/11 <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />This house was built in 1920 by Frank Gilmer, an attorney with the South Bend firm of <br />Shively, Gilmer, Arnold and Doror. Mr. Gilmer resided here until 1927 when he sold the <br />house to Leslie and Helen Morehouse. Mr. Morehouse was the editor of the South Bend <br />Tribune. They lived in this house for ten years, selling it to Duncan O'Coner in 1937. Mr. <br />O'Coner was the superintendent at South Bend Lathe, he sold the house in 1954 to Everett <br />Hinman. Mr. Hinman resided here until 1959 when he transferred the property to Lester E. <br />Menzie, an agent for the Whitcomb & Keller Corporation. He and his wife resided at 1012 <br />Riverside Drive until 1973 when they sold it to Kenneth Grant, a professor. Mr. Grant lived <br />here until his recent death. He left the house to his friends Mr. & Mrs. Howard. <br />PROPOSED CHANGE <br />Applicant is proposing to add wood shutters and window boxes to both the second story and <br />first story windows located in the front elevation. <br />STANDARDS <br />The Preservation Guidelines for Riverside Drive Historic District state: <br />b) ... The Guidelines for the Riverside Drive Historic District follow the Rehabilitation Model... <br />I.Environment <br />I.A.I. Required <br />New plant materials, fencing... shall be compatible with the character of the neighborhood in <br />size, scale, material and color. <br />I.B.2. Recommended <br />New site work should also be appropriate to existing surrounding site elements in scale, type <br />and appearance. <br />II. Existing Structures <br />II.C.4. Not Recommended <br />Metal, vinyl or fiberglass awnings ... or fake shutters that would detract from the existing <br />character or appearance of the building should not be used. <br />
