1. Historic Districts <br />Mr. Oxian stated that North St. Joseph Street Proposed Historic District would be before the <br />Common Council again, with out the house at 121 E. Navarre, on October 26, 1998. He also <br />noted that the South St. Joseph Street Proposed Historic District would be before the Common <br />Council in November. <br />2. Historic Landmarks <br />Mr. Oxian noted that after corresponding with the City Clerks Office Jefferson Street should <br />now be up for first reading. <br />3. Standards & Maintenance <br />a. 202 S. Jacob <br />Mr. Fine stated that the Committee met on September 30th with the property owner, William <br />Lamie to discuss his project and drawings. He reported that the Committee is recommending <br />approval of the conceptual changes that are being proposed to the rear of the house, including <br />the hip roof over the garage, the rear portico with columns, the replacement of the large window <br />with French doors and the kitchen and garage expansion. Mr. Fine noted that the front portico <br />does not have a final agreed upon design and that the Committee is okay with the concept, but, <br />not the current design. He also noted that the owner seemed pleased with the meeting and the <br />Commissions willingness to help home owners. <br />E. Staff Reports <br />1. CofA Staff Approvals - see attachment <br />2. Legal <br />Mrs. DeRose stated that she has prepared two proposed ordinances for informal discussion by <br />the appropriate subcommittees of the Common Council. Mr. Oxian stated that the ordinance <br />converting annexed County Local Landmarks into City Local Landmarks should pass with out a <br />problem and thus should be introduced to the Common Council. He further noted that he will <br />present the ordinance requesting interim protection for proposed Local Landmarks to the <br />Common Council on October 26th. Mrs. DeRose asked if the Model Preservation Act has been <br />approved by the Indiana State Legislature. Mr. Fine stated that the model has not been <br />approved. There was some discussion over a time limit for the ordinance. <br />V. Old Business <br />1. Leeper Park - Tennis Court Parking Lot <br />Mr. Oxian noted that this Certificate of Appropriateness was presented under the wrong <br />standards at the last meeting. Mr. Talley presented the staff report and circulated photographs. <br />Mr. Talley noted that since his trip to New Harmony, Indiana, where he was exposed to <br />aggregate sidewalks he has wondered if an aggregate may be the best sidewalk material for <br />Leeper Park. He further expressed his feelings that the Commission may in the future feel that <br />they approved this project too soon, without, considering the rest of the sidewalk projects <br />through out the park. <br />5 <br />
