CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />APPLICATION —1998-1027 <br />PROPERTY — 533 River Avenue <br />South Bend, IN. <br />OWNER, — Eugene J. Cieplinski <br />DESIGNATION — LHD-EP <br />RATING — Non -Contributing <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />This house was built in 1904 by Seth Hammond & Leslie Whitcomb, two real estate moguls <br />responsible for the platting of the Hammond & Whitcomb Addition to the City as well as <br />numerous other subdivisions. The house was rented out until 1912 when it was sold to William <br />Boyer. Mr. Boyer continued to use the house as a rental, leasing it to Fred & Carrie Cauffinan <br />in 1914 and selling it to them in 1917. Mr. Cauffinan was the manager of the Hankow Tea <br />Company. The Cauffmans resided in this house until 1920 when it was sold to Amos & Mary <br />Briner. Mr. Briner was an autoworker at Studebaker, they lived there until their deaths in the <br />late 1930s. The house stood vacant until 1940 when it was sold to Earl H. & Bessie Arnold to <br />settle a dispute between Amos Briners heirs, John Briner and Mabel Enos. Earl Arnold was an <br />electrical contractor who married Bessie Brown in 1907. The Arnolds did not live at this <br />address, the resided in a house on Navarre Street and rented this house out. Mr. Arnold died in <br />1957, leaving the house to Mrs. Arnold who continued to rent the house until 1959 when she <br />sold it to the current tenants, Charles and Garnett Markley. Mr. Markley was the proprietor of <br />Club Cigar Store, he married Garnett Clark in 1929. The couple continued to reside here until <br />1969 when they sold the house to Ralph J. Dierbeck. Mr. Dierbeck owned the house until 1985 <br />when he transferred the property over to his daughter, Beverly Lawson and her husband, Bill. <br />Mr. & Mrs. Lawson sold the house to the current owner, Eugene Cieplinski, in 1988. <br />PROPOSED CHANGE <br />Applicant is proposing to install five shingle type vents located at the peak of the roof line. <br />The vents will be covered with asphalt shingles to match the rest of the roof. <br />STANDARDS <br />The Preservation Guidelines for Edgewater Place Historic District state: <br />b) ....The Guidelines for the Edgewater Place District follow the Rehabilitation Model.... <br />historical integrity shall be retained. <br />
