CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />RECOMMENDATION <br />The applicant proposes to expand the existing building which has been <br />constructed in the intervening space between the original farmhouse and its <br />associated barn. Extension of the existing drive & parking area to service the <br />added building space is included. <br />Although present staff finds the building to be somewhat too close to the road <br />for true reflection of the barnyard, it was issued a COA for construction. <br />Present Staff concurs with the apparent view of the previous commission and <br />its Staff that the building is appropriate in scale and material to the <br />existing farm structures, its low profile, low -slope roof, and board & batten <br />siding being similar to many types of farm outbuildings. It is likewise <br />similar in mass and proportion to.the kitchen addition to the nearby farmhouse <br />Which was also issued a COA. <br />Staff finds that the extension of the building will not radically alter the <br />above cited relationships, although the addition may detract from the <br />appearance of the structure as an incidental outbuilding. Though the site plan <br />is vague about landscaping improvements, the new parking area in some ways <br />better reflects the farmyard conditions (see historical illustration which <br />indicates that this area was probably utilized as an orchard in the late <br />Nineteenth Century) by realigning the space into an implied grid. Some <br />relocation of the split -rail fencing is clearly implied by the reallocation of <br />driveway space. <br />In general Staff finds the proposed addition to be consistent with the <br />guidelines for additions to Local Landmarks. To the contrary, the two story <br />alternative proposal would result in .changes of scale which would adversely <br />affect the relationship of the historical structures and the <br />quasi -contributing (i.e. compatible) nature of the present building. <br />.Staff recommends approval of the addition as submitted with additional <br />stipulations regarding the placement of the fencing to reflect the historical <br />building frontage. <br />DBD <br />5/12/98 <br />
