CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />lb APPLICATION -- 1998-0226 <br />PROPERTY -- 1321 East Wayne Street So. <br />South Bend, IN <br />OWNER -- Tom & Teri Evons <br />DESIGNATION -- LHD-EWS <br />RATING -- Contributing C/9 <br />STATEMENT OF SIGNIFICANCE HISTORIC CONTEXT <br />This house was built in 1930 by either,James B. Baker or by Whitcomb and <br />Keller Corporation for James B. Baker. Mr. Baker purchased the property from <br />the Whitcomb and Keller corporation in December of 1929. Mr. Baker was born <br />in Oregon, where he married Erminnie Tucker. They came to South Bend in 1941 <br />at which time Mr. Baker -became the secretary for Birdselt.Manufacturing <br />Company. Mrs. Baker passed away in 1948; however,,Mr. Baker continued to <br />reside in the house until his death in 1956,.at which ti.me the Baker's <br />executor :gold the house to .James L. Lamb for $28,000.00. Mr. Lamb was a <br />physician, he and his wife, Jane, lived in the house until 1967 when they sold. <br />it to Harry Kevorkian,. the public relations director at WNDU-TV. Mr. <br />Kevorkian resided there until 1987 at which he sold the house to Joseph C. <br />Dunfee of Dunfee Realty. Mr. Dunfee owned the house until 1994 when he sold <br />it to Micheal Lydoudis who sold the house three years later to the present <br />owner, Teri Evons. ' <br />PROPOSED CHANGE <br />Applicant proposes to erect a six foot tall stockade.style- wood privacy fence <br />around the backyard. <br />STANDARDS <br />The Preservation Guidelines for East Wayne Street Historic District state: <br />b) .... The Guidelines for the East Wayne Street District follow the <br />Rehabilitation Model.... <br />I.A.I. Required <br />Major landscaping items, fencing, walkways.... shall be compatible with the <br />character of the neighborhood in si.ze,,scale, material., and color. <br />1.A.3. Prohibited <br />Signs, streetlights .... fencing walkways, and paving materials which are out of <br />scale or inappropriate to the neighborhood may not be used. <br />
