CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />APPLICATION -- 1998-0305-2 <br />PROPEiTY 621 Lincolnway East <br />So4th.Bend, IN <br />OWNER Joe MacHatton <br />DESIGNATION -- LHD-EP <br />RATING -- Contributing C/9 <br />STATEMENT,OF SIGNIFICANCE HISTORIC CONTEXT <br />This house was built in 1891, the firs * t known owner was Andrew Fuerbringer, <br />however, it is unclear as to whether or not Mr. Fuerbringer built the house. <br />Mr. Fuerbringer's son, Wolf, sold the house to Henry P. Parker in 1899 for <br />$2,000.00. Mr. Parker was a retired farmer who owned the property until his <br />death, in 1918, at which time it passed down to his daughter, Iona Hempe'y. <br />Mrs. Hempey used the house as a rental, renting it to Cecelia Garstka in 1939 <br />and ovent:ually selll;n- it tn her ;n 1944. Miss Garstka was an employee at <br />Wilson Brothers for.several years.before going to work for the Bendix <br />Corporation. Miss Gars'tka divided the house into two units, she resided in <br />one of them and rented out the other. This arrangement lasted until her death <br />in May of 1977. Miss Garstka, having no children of -her -own, left the house <br />to her niece and nephew, Helen and Joseph Slott who immediately sold the house <br />to the current owner, Mr. Joseph MacFatton. <br />PROPOSED CHANGE <br />Applicant propos ' es to demolish the existing deteriorating one, stall garage <br />that is located at the rear of the lot and replace it with a new heated two <br />stall garage. <br />STANDARDS <br />The Preservation Guidelines for Lincolnway East Historic District: <br />b)t ... The Guidelines for the Lincolnway East District follow the <br />Rehabilitation Model.... <br />III. New Construction <br />See Attachment <br />V. General <br />A. Buildings in the Di.strict.should not be demolished. However, where a <br />building poses a threat to the public safety, and demolition is the only <br />alte'rnative, documentation by way of photographs, measured drawings, or other <br />descriptive methods should be made of both the exterior and interior of the <br />building. <br />RECOMMENDATION <br />This application is pertinent to code enforcement action which presently had <br />cited the garage for deterioration. This hearing has been postponed to late <br />April in anticipation of HPC action. <br />
