CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />APPLICATION --1998-0305 <br />PROPERTY -- 1127 East Wayne Street <br />.South Bend, IN <br />OWNER -- Leo McCormick Jr. <br />DESIGNATION -- LHD-EW <br />RATING -- Contributing C/10 <br />STATEMENT OF SIGNIFICANCE/HISTORIC.CONTEXT <br />The Whitcomb and Keller Corporation built this H.R. Stapp designed Tudor <br />Revival house in 1929 and sold it to Dr. Charles C. Terry Jr. -Dr. Terry was a <br />surgeon associated with the South Bend Clinic, which his father founded. Dr. <br />Terry and his wife, Mildred, -',lived in the house until 1945'when he sold it to <br />his wife as part, of a possible divorce settlement. Mrs. Terry sold the house <br />in May of 1946:to.Gr'anville Keller, who sold the house a month later to Ralph <br />?ohnscn. '!r. Tn}^gpn rcr.*gid tl!C (': *lc ] 1lo,: m•. Inn <br />V �_ <br />U.S. Rubber Company. Mr. Johnson sold the house to Phillip H. Sanders Sr., in <br />1949. Mr. Sanders was the president of Sobenite Plastics, he and his wife, <br />Elise Brown -Sanders lived in the house until 1955 when they sold it to Daniel <br />D. Stiver.. Mr.-Stiver owned the house until 1998 when he sold it to the <br />current owner, Leo H. MacCormick Jr. <br />PROPOSED CHANGE <br />Applicant proposes to replace the windows on the second floor, excluding those <br />located on the street facade, with Eagle brand custom twin casement windows. <br />In addition to.the windows the applicant proposes to tuck point the bricks. <br />STANDARDS <br />The Preservation Guidelines <br />b) .... The Guidelines for the <br />Rehabilitation Model.... <br />II.C.1. Required <br />Original windows and doors, <br />decorative glass, pediments, <br />deteriorated beyond repair, <br />original. <br />for East Wayne Street Historic District: <br />East Wayne Street District -follow the <br />including sash, Lintels, sills, shutters, <br />hoods, and hardware shall be retained or when, <br />replaced with units and trim,resembling the• <br />II.C.2. Recommended <br />For energy efficiency, steel casement may require interior storm windows. If <br />steel casement windows have to be replaced or removed, windows of similar size <br />and style should be used. <br />II.C.3. Prohibited <br />Original windows, doors, and hardware shall not be discarded when they can be <br />restored and reused in place. New windows or door openings that would alter. <br />the scale and proportion of the building shall not be introduced. <br />Inappropriate new window or door features such as metal insulating glass <br />combinations that require the removal of original windows and doors shall not <br />be,installed. <br />
