CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />APPLICATION -- 1998-0225 <br />PROPERTY -- 515 Riverside Drive <br />South Bend, IN <br />OWNER -- Linda Kay Magnuson <br />DESIGNATION -= LHD=RB <br />RATING -- Contributing C/9 <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />This house was built in 1906 by Seth Hammond and Leslie Whit, comb as part of <br />their real estate ventures in their newly platted addition to the City. Mr. <br />Hammond and Mr. Whitcomb were real estate moguls, they built this house and <br />many others in the area as rental properties. They rented this particular <br />house out until 1909 when Mr. Hammond sold the house to Fred Kellet for <br />$3,250:00. Mr. -Keller sold the house three days later to Miss Emma Allen for <br />the same amount. Miss Allen rented the house to Arthur. Sturgis from 1909 to <br />1914 and from 1914 to 1937 the house was rented to Otto Larson. Over- <br />ten <br />verten years the house was rented to.a variety -of tenants. In 1947 Miss Allen, <br />now known as Mrs: John Larson, moved into the front half of the house and <br />rented the.back half to Bernard &.Virginia Jawaorski. This arrangement lasted <br />until 1955 when Mrs. Larson rented the entire house to Robert Yates. Two <br />years later Mrs. Larson rented the house to Wilbur.M. Thomas, whom she <br />"eventually sold the house to. Mr. Thomas was a supervisor.at Dallas & Mavis, <br />he lived in the house until 1965 when he sold it to Samuel Joseph Nati. .Mr. <br />Nati sold the house four months later.to Bernard E. Kowalski. Mr. Kowalski. <br />used the house as a.rental, he rented it to Thomas O'Dell for..two years. In <br />1969 Mr. Kowalski sold the house to Fredonia DeMan, the widow of John F.C. <br />DeMan, who died in 1957. Mrs. DeMan resided in the house until she was no, <br />longer capable of living alone and was placed into a nursing home. After it <br />was established that Mrs. DeMan would never be able to leave the nursing home <br />and return home her guardians, The St. Joseph Bank & Trust Company, sold the <br />house.to William E. Caparo for $14,500.00. Mr. Caparo was a teacher with the <br />South Bend Community Schools. He and his wife, Christina resided there until <br />1986 when they sold it to Robert Yonto. Mr. Yonto owned the house until 1997 <br />when he sold it to Wesley & Linda Magnuson. <br />PROPOSED CHANGE <br />Applicants are proposing several different alterations, first is to replace <br />the existing aluminum siding with vinyl siding (see photo 3 for example), <br />however, if this project is too costly then the applicant proposes to paint <br />the aluminum siding. Secondly, the applicants want to replace the metal <br />awning located on the second level window (see photos 1 & 2). The third <br />proposal was to landscape the front yard by tiering it, however, since the <br />submittal of the application the owners have decided against this course of <br />action and have opted to allow existing ground covering to grow over the area <br />that was to be tiered. In conjunction with the landscaping of the front yard <br />the owners propose to remove some bricks from the back yard that are causing <br />water to move in the direction of the foundation. They would replace these <br />bricks with plants, bricks and a bi.rdbath,. The fifth request is to replace <br />the faltering gates located next to the garage and the house and install a <br />four to five foot tall chain link or privacy fence to complete the enclosure <br />of the backyard.- Finally the owner is proposing to -paint the metal window <br />
