CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />APPLICATION -- 1998-0608 _ <br />PROPERTY -- 735 Bronson <br />South Bend, IN <br />OWNER -- Ronald Farr <br />DESIGNATION -- LHD-EP <br />RATING -- Noncontributing NC <br />STATEMENT OF SIGNIFICANCE HISTORIC CONTEXT, <br />This house was built in 1892 -by William Harper, founder of Harpers Court <br />Addition. Mr. Harper sold the house to Levi Cottrell in December of 1892 for <br />$500.00. Mr. Cottrell was born in 1831 in Greene Township. He served in the <br />Civil War and was a member of the Auten Post: No.8. Mr. Cottrell owned the_ <br />house until his death in March of 1919 at which time it was inherited by his <br />daughter, Lillie Armstrong. Mrs. Armstrong sold the house to Kalman Pell in <br />1920, Mr. Pell was a cabinet maker and an employee of Studebaker Corp. Mr. <br />Pell and his wife, Vera, were born in Hungary and came to South Bend in 1905. <br />They resided at the house until 1941 when Mr. Pell sold it to John C. Moxin. <br />Mr. Moxin was born in Pennsylvania in 1892 and married Mary Jarinko in 1914. <br />Mr. Moxin was employed by the Studebaker Corporation for 30 years as an <br />assembler. Mr. Moxin sold the house to after his wife's death in 1974 to <br />Frank Fotia. Mi. Fotia used the house as a rental until 1987 when he sold it <br />to Ron Farr. Mr. Farr owns several rentals in the Edgewater Place Historic <br />District. <br />PROPOSED CHANGE <br />Applicant is proposing to construct 6' tall wood privacy fence in place of a <br />pre-existing chain link fence which has already been removed and the privacy <br />fence is already under construction. <br />STANDARDS <br />The Preservation Guidelines for -Edgewater Place Historic District state: <br />b) ....The Guidelines for the Edgewater Place District follow the <br />Rehabilitation Model.... <br />I. Environment- <br />I.A.1. Required <br />New plant materials, fencing, walkways, streetlights... shall be compatible <br />with the character of the neighborhood in size, scale, material and color. <br />I.A.3. Prohibited <br />Signs, streetlights,...fencing..materials which are out of scale or <br />inappropriate to the neighborhood may not be used. <br />I.B.1. Required <br />Existing plants, trees, fencing—which reflect the property's history and <br />development shall be retained. <br />I.B.3. Prohibited <br />New site work should also be appropriate to existing surrounding site elements <br />in scale, type and appearance. <br />
