CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />APPLICATION -- 1998-0605-2 <br />PROPERTY -- 1029 Riverside Drive <br />South Bend, IN <br />OWNER.-- Joseph Taschetta & Rolanda Hughes <br />DESIGNATION -- LHD-RSD <br />RATING -- Contributing C/10 <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />Montgomery P. Brickell purchased part of lots 70 and 71'of Shetterly Place 3rd <br />Addition in 1909 and built this house there two years later. Mr. Brickell was <br />born in Niles, Michigan in 1850, he came to South Bend in 1914 with his wife, <br />Rose Woodford Brickell, to spend their retirement. Montgomery Brickell lived <br />in the house until his death in 1932 at which time the house was passed down <br />to their daughter, Deva Brickell. Deva Brickell was an employee of the H.G. <br />Christman Construction Company, Inc. She resided in the house until 1939 when <br />she converted it -in to a rental. In 1941 Miss Brickell rented the house to <br />John C. Johnson, she sold the house to him in 1947. Mr. Johnson was a tool <br />engineer, he and his wife,.Clara, resided in the house until 1951 when they <br />sold it to John R. Kagel. Mr. Kagel was an employee of the South Bend Journal <br />during which time he published Kagel's Directory. Mr. Kagel left the Journal <br />to be executive with the South Bend/Mishawaka Chamber of Commerce. He <br />resided in the house until his death in 1996. The house was sold a year later <br />to the currant owners, Joseph Taschetta and Rolanda Hughes, possibly by Mrs. <br />Kagel or other heirs. . <br />PROPOSED CHANGE <br />Applicants are proposing to install a 24" x 24" skylight type attic vent on <br />the rear southwest side of the roof, .to stop further deterioration --of the roof <br />caused by heat build up. <br />STANDARDS <br />The Preservation Guidelines for Riverside Drive Historic District state: <br />b) ....The Guidelines for the Riverside Drive District follow the <br />Rehabilitation Model..... <br />II. Existing Structures <br />II.B.3. Prohibited <br />Nothing shall be done to change the essential character of the roof as viewed <br />from the thoroughfare by adding architectural features, large, unsightly <br />fixtures or by using roofing materials inappropriate to the style of the <br />house. <br />II.E.3. Prohibited <br />Holes shall not be cut through walls or roofs in areas that can be seen from <br />the street to accommodate air conditioners or other mechanical equipment. <br />
