CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />APPLICATION -- 1998-0706 <br />PROPERTY =- 1083 Riverside Drive <br />South Bend, IN. <br />OWNER -- Carolyn Pinter <br />DESIGNATION -- LHD-RD <br />RATING ---Contributing C/9 <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTE_XT.. <br />This house was built in 1912 by Gustav and.Anna Lindahl. Mr. Lindahl, was -a <br />blacksmith, he and his iaife lived in the house until their deaths in 1919 and <br />1924. The house was inherited by Mr. & Mrs. Lindahl's children, Hannah Lindahl <br />and Mrs. Esther Minkler: Hannah was.a teacher and eventually -became the <br />principal of Mishawaka Schools. -Mrs. Minkler co -owned and operated the Minkler <br />Hardware Store with her husband,.Robert Minkler: They.all lived in this house <br />together until their deaths. Ms-.-Lindahl passed away in 1977 and Mr. Minkler <br />died in 1980 followed by Mrs. Minkler- in 1983. The house was sold a year later <br />by James Wdlfe,•executor of the Minkler estate, to the current -owners James <br />and Carolvn Pinter. <br />PROPOSED CHANGE <br />Applicant proposes to install a six foot.high French Gothic Panel.wood privacy <br />fence around the back yard. <br />ST_A-NDARDS <br />The Preservation Guidelines for-Riverside'Drive.Historic District: <br />.b) .... The Guidelines for the Riverside Drive District follow the <br />Rehabilitation Model.... <br />I.A.l. Required' <br />New plant materials, fencing...shall be compatible with the character of the <br />neighborhood in size, scale, material .and color. <br />I.A.3. Prohibited <br />Signs, street lights... fencing, walkways, and paving materials which are out of <br />scale or inappropriate to the neighborhood may not be used. <br />I.B.2. Recommended <br />New site work should also be appropriate to existing surrounding site elements <br />in scale, type and -appearance. <br />RECOMMENDATION <br />The applicant proposes to construct a nominal six foot privacy fence with <br />Gothic style caps to -enclose the majority. of the rear yard as shown on the - <br />submitted site plan. This fence lies entirely along or behind the extension of,; <br />the house's rear wall. The stated' intention of the proposed fence is to <br />provide restraint for two domestic dogs (retriever) and to screen parking <br />ureas at the alley. Although the fence will have -,a significant visual impact <br />on the property due to its having an oversized (1 1/2) lot, it is consistent. <br />with other rear yard fences in the neighborhood.. Staff therefore finds the <br />proposal consistent with the guidelines and'recommends approval. <br />
